Action Plan for Accelerating Economic Recovery and Revitalization
Finally, after 2 months, Shanghai resumes back to the normal! The two-month lockdown has brought the epidemic under control, but it has also greatly affected Shanghai’s economy. In order to effectively and orderly promote the accelerated recovery and revitalization of the economy, the Shanghai Municipal People’s Government has formulated relevant plans:
1. For the five extremely difficult industries of catering, retail, tourism, civil aviation and road, water and railway transportation, the payment of social insurance premiums will be postponed in stages from April, and the pension and medical insurance premiums will be postponed until the end of 2022; the unemployment & work-related injury insurance premiums shall not exceed 1 year. No late payment fee will be charged during the deferment period.
2. Enterprises and other employers affected by the epidemic can apply for a deferral of housing provident fund payment according to regulations. The deferment period is from April to December 2022, and the payment will be made after the expiration. During the deferred payment period, the employees who have paid and deposited will withdraw and apply for housing provident fund loans normally, and will not be affected by the deferred payment.
3. For taxpayers who file monthly and quarterly tax returns, the deadline for filing tax returns in April, May and June will be extended to June 30.2022.
4. For small and micro enterprises and individual industrial and commercial households that lease state-owned houses and engage in production and business activities, the house rent will be exempted for 6 months in 2022.
5. Encourage and guide non-state-owned housing owners or business management entities, such as commercial complexes, commercial buildings, professional markets, industrial parks, and innovation bases to grant 6-month rent reductions to small and micro enterprises and individual industrial and commercial households that ultimately lease and operate.
6. For state-owned and non-state-owned market entities that have reduced or exempted housing rents, the corresponding real estate tax and urban land use tax will be reduced or exempted.
7. 10% financial subsidy for 3 months for natural gas, water and electricity bills used by non-resident users.
8. Before the end of June 2022, complete the "willingness to refund, the full refund" of the remaining VAT credits of eligible enterprises.
9. For catering, retail, tourism, transportation, culture, sports and entertainment, accommodation, exhibitions and other difficult industries seriously affected by the epidemic, if there is no layoff or layoffs, the number of employees who paid the social insurance premiums for urban employees according to the regulations in the previous month when the enterprise applied for it will be calculated. A one-time job stabilization subsidy of 600 yuan per person. Employers who recruit and register unemployed for more than 3 months or graduates from colleges and universities in our city in 2022, who have signed labor contracts for more than one year and pay social insurance premiums as required, will be given a one-time employment subsidy of 2,000 yuan per person.
